From Interstate 5, north or south, take the Cook Road exit #232. Turn east onto Cook Road (towards Sedro-Woolley), then follow signs to the North Cascades Highway.
Note: the North Cascades Highway, which goes through the mountains to Winthrop, is closed every winter — but the road to Concrete is ALWAYS open.
